Hello, everyone.

If My PR Card expired, and I haven't meet the residential obligation, Can I still stay in Canada legally, and apply renew PR Card until the date I meet requirements?

Unless you're in Canada right now then yes, you have to stay until you meet the RO requirements.

Yes, you are in Canada legally. Once you meet the RO, you can apply to renew your PR card.
 
Unless your PR is revoked by IRCC, you are always a PR. If you are in Canada and have things like SIN, health care and a drivers license, you should be fine. Avoid contact with anything to do with IRCC and CBSA. But you will have to stay in Canada until you meet the RO in order to re-apply (and it's not recommended to do it ass soon as you meet it....give yourself a cushion). If you are outside of Canada, If you can get in without being reported, same as above applies. Crossing the border is where they will catch you for not meeting RO.
