I already have my bachelor in International Relations and my master of law degree. I want to apply at Fanshawe for a International Business Administration certificate. Will my master degree effect me negatively when applying for the student visa?

Justify with strong reason in your SOP and you will be good to go.
no dont worry ..just make a strong sop ..i hv also done my masters nd applied for graduate certificate ..many of my friends already got visa after masters
Im also in same situation .. !! Done masters nd applied for ontario graduate certificate .. hoping for the best
