Please could you advise. I understand that since my father did not register me as a child when he applied for permanent residence 5 years ago, he no longer has the right to sponsor me.
I am 18, living in Congo.

When you mean "register", are you saying that your father did not include you in his PR application when he became a permanent resident and you did not take a medical test as part of his PR process?

If that's what you mean, how did your father get PR? Through which immigration program?

Yes my father did not included me in his PR application.

My father get is PR through Quebec experience class

In that case you are right, he can never sponsor you since he failed to declare you in his application.

If you wish to immigrate to Canada, you will have to qualify on your own without any support from your father.

Technically your father has committed PR fraud by not declaring all his children in his application. Unless he did list you and submitted a statement that he has a child and will never be able to sponsor you for PR in his lifetime.
