Hi all

i have TRV and i want to establish a partnership of business with permanent Canadian resident. I have 2 questions;

1) Am I eligible to establish a partnership of business without getting working permit?

2) I have businesses in 2 other countries, due to that fact I have to stay around 4-5 months in Canada and 2 months in overseas. After 2 months I want to come to Canada again. During those re-entries am i eligible to re-enter Canada or border security will not allow me to?

I don't want to apply for working permit since I'm not thinking to stay permanently

If you want to come to Canada to be involved in your partnership, you need a work permit. Entering as a visitor will be classified as working illegally.

Yes - they can certainly do that.

But if you want to physically come to Canada and do anything related to that partnership, you need a work permit.

what do you mean by "related to that partnership"?

as we know, there are tons of companies around the world, they have partnerships with many local companies at other countries and they don't have work permit. they just visit to make routine checks and controls.
 
In most cases foreign companies are shareholder of corporations. They don't use partnerships often.
As shareholders, they don't need to control company or work for it's profit. All shareholders do is voting from time to time and no work permits are needed for voting.

But real control and management is done by directors - and director cannot operate in Canada without work permit. Same for partnership - usually all partners do something for profit... and you cannot do anything in Canada without work permit.
But you can do it remotely from outside Canada, it is totally fine.
 
I believe your questions were answered, just would summarize: yes, you could open a company in Canada incorporating with Canadian PR or Citizen.
But you can not work in your own company without work permit.
