Am i eligible to apply in SINP as there are my best friend in Regina.

Dear seniors.
I would like to say that i have best friend in Regina and i have visited in 2011 at Canada REGINA and Lloydminster.
MY other qualification in ILETS 5.5 IN G.T .french DLF A1,A2, ACADEMIC M.A.POL.SCIENCE from karachi UNIVERSITY
as external canadidate .Welding six month and plumbing six month course from Y.M.C.A Karachi.
Age 18-2-1970 .44 years
Furthmore, i would like to say that i was federal skill worker applicant ,i applied in FEB 2OO7, and was in backlock my
previous appliction has terminated by the canadian law.
My friends are there ,they will support me, but, they are not my relative.So,i want to make settlement plan with them.
Therefore, please tell me am i eligible to apply to SINP? And what should i do?
I will be highly oblige to reply me.

You can look at the SINP website here: http://www.saskimmigrationcanada.ca/sinp and you will see that they have to be family and you would need a job offer so having these friends will not really help much unless they can arrange a job offer for you. If you have a job offer, you have other ways to immigrate.

Have you looked into Quebec skilled worker and the federal skilled worker / trades programs? You can see all the programs at http://www.cic.gc.ca/english/immigrate/apply.asp
