The earliest under the present Act would be 14 April 2015, only if you haven't left Canada between 13 April/11 and 14/April/15.

If the current law is in place until 2015-APR-15 you will be eligible on that day provided you did not go out of Canada for a single day between 2011-APR-13 and 2015-APR-13. Hope the new rules will come into effect only on June 19 2015.

Collect all the documents needed, keep the application filled. Apply the date you are eligible. Wait for one more day as the instruction say you should be eligible at least one day before you sign the application.

You can sign the application on 2015-APR-15.

Use the online residence calculator to have a tentative date to which you are eligible to submit a citizenship application. Keep careful notes and documentation of your absences outside Canada.

thank you guys , I did use the CIC site calculation and it says I can apply in 2015.04.13

Sounds like you can apply under the old citizenship rules to qualify. As long as you submit your citizenship papers before July 2015, you are good to go. Just make sure, when you do submit it, that your application is completed fully and signed with every documents to back up your qualification. Reason I say this is that if in the event that your application got rejected due to out of date forms, or incomplete application, it would likely to be returned after the new rules come into effect. Once that happens, you will have to wait an additional year or 2 along with more documentation to qualify.
