Am I eligible for BC PNP without job offer?

Getting Job offer from BC employer is impossible for me.
Still I would like to apply for BC PNP. is it possible with any streams???
Without job offer am I eligible or not to apply for BC PNP any stream ??

Mine is Masters + CLB9 in ielts +14 years of IT exp

You dont require job offer for BCPNP only if you graduated from certain majors of Master or PHD progrom from eligible BC schools within last two years.
Otherwise job offer is required.

If you are Masters from ECA (Education Credential Assessment) from Canadian Body and you scored CLB 9 in IELTS then you go for FSW Score is very low now a days you got your ITA in next draw.

Of these, 133 candidates were invited under an Express Entry-aligned category. While this may seem like a small figure, it should be noted that this was the eighth such draw to take place so far in 2017, and on each occasion Express Entry candidates have been among the invitees.

Like Ontario, BC also has an invitation to apply system, but in BC’s case candidates must also register in the province’s own immigration management system before being invited to apply.

Not now because this NOC is not in the list of occupation which is given by NOVA SCOTIA and SASKATCHEWAN.

Hey, I'm not sure whether you know this, but if you get IELTS with L-8, R-7, W-7, S-7 or above, your CRS score might change drastically. Use this tool http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp to check. You will be surprised. 8,7,7,7 is a Magic number!
