Am I eligible for applying CEC at the moment ?

I graduated from a 3 year program in Seneca College in Ontario. I also have a degree backhome ( already transfer credit to Canadian one ). I Have full 1 year working experience as a Civil Engineering Technologist in Ontario (NOC B). My ielts score is just like
Reading 6.5, the rest are 5.5 ( This score is okay for Noc B )

I calculated my score by CRS. It is now 383.

Will this be okay for CEC ?

I mean technically you meet the eligibility criteria but that's not sufficient to get a direct ITA - you need to improve your IETLS.

The cutoff for the rounds of invitation is around 440 pts lately.

Your CRS score is not high enough to earn an Invitation to Apply (ITA). I would suggest looking at PNP programs to see if you can get extra points, but for the EE PNP in Ontario, you still need a minimum CRS score of 400.

There are traditional PNP programs (non-Express Entry) for which you might qualify.
