Working visa cannot be issued inside Canada and many of these folks cannot get a US visa,So they have to get stamped in a low barrier visa issuing country like Miexico or the Dominican Republic

I don't know about Mexico, but in order to travel to the Dominican Republic many individuals need a visa. Canadian and US citizens can visit the DR without a visa, for tourism purposes only.

Also, theres no Canadian visa office in Dominican Republic, so all applications are processed in Port-au-prince, Haiti. I believe you have to be a resident of Dominican Republic, Haiti or Jamaica in order to process an immigrant visa in Port-au-prince. However, I am not 100% sure.

I could be wrong about the Dominican Republic,But somebody i known on a Tourist Visa in Toronto went to the Carribean to get a work visa because She could not get a US Visa,Isnt it easier to get a Dominican Republic visa then a US visa
