Almost 15 months! :(

I was wondering why my application decision is still not released as I was supposed to receive the final decision by FEB 2020, but I ended up being within the unlucky 20%! . In July 2020 I applied for GCSM which gave me no convincing reason and again in September I applied for another GCSM which was identical to the first one! Guys what's going on with my application. Why this supposed-to-be-a-six-month process became 15 months!! Deadline+9 months!!!!
