Getting IELTS score card, and Referral Letters is not easy. I will try contacting CIC again. Thanks for your advice.

iELTS usually send out 2 copies and after going through some hassles at my end, I asked my employer for 2 copies of referral letters. I think the hardest part is pcc at least for me. I suggest you try calling cic before attempting express entry.

I didn't get second line update. I think it depends on the VO. My timeline are as follows:
