4. Applicants chosen from the draw will be invited to file an application for permanent residence visa with CIC. This application must be filed within 60 days of receipt of invite failing which invite will be withdrawn. So is it critically ready to be ready with complete file and all required critical documents at all times.
5. Application will be filed with CIO, Nova Scotia with required fee. Rest of the process including background check and medical formalities are likely to be conducted at Local Canadian consulate.
6. Finally, the candidate will be asked to submit right of landing fee and passports for stamping.

As per my understanding if a person's fees is charged it means His/her MI is OK, it is just that he/she is awaiting PER mail.
Many of you might have noticed that completeness checks are done earlier and fees is charged later and lots of time is in btw , it means the time taken btw completeness check and fees charging is good enough to do MI.
