You should get the passport with visa and copr hard copies all in one package. Then you go to Canada.

As I said, if you need a visa, you should get COPR in hard copies. As far as I'm aware, everything you get with the visa and copr will be in correspondence together in a single package. Whether you get that direclty or representative, that's for you to work out.

From what I have seen other applicants, it may take anywhere from 1 week to 3 weeks to get the passport and COPR back from NDVO.
