Looks like eligibility of PA hasn't been cleared yet. Once eligibility is cleared you'll get Pre Arrival.
After eligibility is done they will process background check so security can be cleared as well!

Once you do that they will send the payment link in two days. They may ask you for more information or they may send you the payment link directly. Once you do the payment you will receive the Air Way Bill number for courier service by Blue Dart. Along with this they will send the courier and consent forms that you have to fill and sign.
Keep the forms ready along with your passport and 2 photos(as per the PPR)
If you don't hear from them in 2 days after the webform, send an email to passportsubmission@vfshelpline.com

My biometric enrolled outside of India but I don't have PINCODE FOR passport submission so what should I do that ? just live in blank ?can you tell me how/where I will get PINCODE?

What do you mean you don't have Pin code? Are you having your passport collected from within India? If yes, then you should have a Pin Code of where you stay or your residential address.
no I'm from Nepal but for nepalese peoples visa office is New Delhi SO, I don't have pin code so where I can get the pin code ? I'm submitting my passport from Nepal to NDVO.
I think nepal allows in person passport submission with appointment. Please contact your nearest VFS office for more detail.
