If file is sent to Mississauga or anywhere in Canada it is a very lucky sign as ONLY few easy to deal trusted files with no Qs are sent as per Work sharing program. Eventually later on all files R sent to VO of applicant's country.

No you can’t till you have a valid visa and COPR or a TRV.

But it is an indication that interview is waived few tings can delay more for PPR like BGC, most cases it is done before this stage.

My GC key showed 'application updated' but once I logged out and logged in again, the status returned to 'submitted'. Don't know what was that..

Yup! Monitor your gckey closely now. You should expect Pre Arrival anytime now ndvo is currently working on Sept/Oct 2019 files. Good luck!
