We did not had any such message but when we checked GC key we had our Pre-Arrival. Have you checked your GC key and if you are using a Immigration Rep then they might have received an email too.

Once your Eligibility and background is complete then it will change, its a long process though.

Agree that I did not look that 2018 but still they are booking appointments. One has to register and login

It says that b/c it's still closed. I just sent u Mumbai link. Try to book an appointment. See if u go through and let us know. If u do get through then maybe they r going to open soon. Probably next month as they have already announced that vfs will be closed till Oct.
