Yeah it’s not..it’s for dating couples
Already they allowed spouse, parents (immediate family) and Students, Now they are adding extended family.
Now the number of people who travel to Canada will increase, So this may increase the need for opening the VFS offices.
I took it this way.

So no real benefit for us here :( Indians still need atleast TRV's to travel

What to do to unite with your immediate family member
You do not need a written authorization from us confirming that you’re exempt from the travel restrictions.

However, to board your flight to Canada, you must
  • follow all airline requirements and pass a health check conducted by airline officials to confirm that you don’t have symptoms of COVID-19, including a fever, a cough and difficulty breathing
    • Anyone showing symptoms will not be allowed to board a flight to Canada.
  • tell the airline that you’re exempt from the travel restrictions
  • make sure you have a valid travel document (visitor visa or electronic travel authorization [eTA], if required) and a passport that is valid to come to Canada
  • present proof to show that you’re an immediate family member of a Canadian citizen or Canadian permanent resident
  • show that you’re eligible to travelat this time
    • You must be able to provide evidence of oneof the following:
      • You’ll stay in Canada for 15 days or more.
      • You’re travelling for an essentialFootnote1 (non‑discretionary) purpose.
Documents to use as proof that you’re an immediate family member
You must have 2 types of documents:

  • one that shows your immediate family member’s status as a Canadian citizen or permanent resident
  • one that shows your relationship to that family member

I would like to know if whether what they are talking about means spouses who already have a TRV or have travelled to Canada already before? Or is it about spouses who have applied for Sponsorship?

If you mean this announcement, then they’re not talking about spouses at all. And in any cases you need to have a TRV or an ETA along with a written authorisation to enter Canada now as an exemption.

Following Ministerial Instructions issued by the Minister of Citizenship and Immigration of Canada on April 9, April 29, May 19, June 9 and July 1, 2020 applicants can no longer submit an application for temporary residence in paper at the VAC. New Ministerial Instructions issued on October 1, 2020 have extended this measure until January 31, 2021 with some exemptions. :(
