It did very fast in 2019 but I guess this Covid is slowing down all. File moves bit later than your did , NDVO we cant predict

Yes they are. I came across someone who just landed last week on student visa. Student/Work permits are also processed at Chandigarh Consulate, so not sure where was the file processed.

Its simple, the government doesn't care about Spousal Sponsorships...especially Outland ones.

right now they are processing outland applications for all countries except India. I think the problem is with canada high commission in India
