So VAC closed for OCT 2020 as well, it was just a promise by immigration department of speeding up the application, just to stop protest in Canada.

I guess you are right! But protestors are not stupid so they will still keep up the pressure. When elections come, the Liberal party might pay a price for delaying the sponsorships.

Hate to say this but this is how i understand:

They made a promise to speed up spousal program, not particular at NDVO. They may speedup all the files at Mississauga or other VO's where there is full staff and who used gets PPR in 3-4 months in non-covid times. NDVO is backlogged with files from early 2019 and few from 2018 as well, they need a battalion to clear all those, It will be really a miracle if some high authority wants/takes initiative to clear all the back log at NDVO in next few weeks/month.

With VAC's closed for one more month, I have no hopes that they would open this year. Only other hope is if they start mailing out COPR's without PP stamping or providing some sort of electronic VISA (These are very unlikely to happen but we never know, they may really working on some sort of process like this)

Applicants are requested to send their passports to the VAC using the courier service offered by the VAC. Submission of passports in-person at the VAC is not permitted until further notice.
  • The Canada VAC in “Mexico City” is closed to the public, but will provide passport return services via courier only with effect from 27th August 2020 (Tuesday & Thursday from 7:00 to 12:00). A VAC representative will contact applicants whose passports are ready to be returned and will provide further details regarding how passports will be returned to applicants via the courier service provided by the VAC.

Our NDVO is not much advance as, like Mexico, and they don't want to upgrade yourself.
World worst Visa office is NDVO all lazy dumb! are recruited here, hit like if you guys agree.

Ya, it usually happens. It is called Ghost update but you wont see any change to your file. What is your timeline? You may receive pre-arrival soon if this happens.

OMG, thank you so much for the reply. We both lost hope for any update but you made my day :) We are Sept 2019 applicants - AOR 1 - Sept 19,2019 , Biometrics and medicals approved in Dec 2019 and Application moved to NDVO on Jan 13,2019. Fingers Crossed !!

When did ECAS change to “in progress” from “application received” after the file transfer ?

Yes, this is the problem. All visa offices issuing PPR's except NDVO. Applicants from Asian countries like Pakistan and Afghanistan also receiving PPR's as there visa office is in London. As a group we should raise our voice in a way to address our concerns.
