One question: how come biometric is done so late? Usually biometric of sponsor and PA is done quite earlier than aor2.

To me thats not the way to do it.

Forget NDVO, most of the people have to wait when file is transferred to local visa offices, regardless which visa office it is.

Proper and respectful way to do this is via a petition where not just Indians but people from all backgrounds in Canada can sign and raise their voice and let cic know that issuing work permits for outland spouses is the best way to handle these delays..a lot of people like me will be just happy with a visitors visa

everyone does his/her job and none of us would accept being called as a slacker..

the situation is made worse by abusers..gave ircc reasons to use extra vigilance..if we are giving these suggestions, we have to give solutions on how to handle system abusers...

The relevant question is: Why is Missisauga office able to do the same 'background check and eligibility check' in weeks to the required level of diligence, whereas NDVO takes months to do same set of activities ('background check and eligibility check') to the same level of diligence?

Ok I think we are forgetting the main point here. It’s not that NDVO took more time than Mississauga in clearing background checks and eligibility. To me the problem is they are not picking the filing as fast a Mississauga. Doing the security the eligibility is gonna take same time for both of them because both VO’s are handled by IRCC and they use the same resources. It’s not like MVO use some faster security agencies. They problem with timing NDVO took to pick the file. We need to focus on that I guess.

No that's not the scenario because when someone receives a pre-arrival, it means file is picked and relationship is assessed, and eligibility is passed .. then what makes them make people wait for another 2 months after pre-arrival (someone is also waiting for 3+ months now) What could be the other reason for this delay when their BGC keeps saying in-progress. They just say its BGC taking time but it doesn't make any sense when Mississauga is able to do same BGC simultaneously with DM/PPR
 
If the delay is caused only until the time when they start attending a file, then everyone must receive PPR soon after pre-arrival.
It doesn't happen ..... NDVO again goes into hibernation.
The second pause is caused due to different reason i.e. BGC .. waiting for couple weeks after this point is understood but waiting for 2-3 months is ridiculous.
 
Food for thought:
10 people go to McDonalds and order same one burger and pay same price as separate orders. McDonald says that it will take 12 minutes to serve the burger. 6 out of 10 people randomly get labelled as 'M' and get the burger in 3 minutes... while rest 4 are labelled as 'N' and have to wait till 10/11/12 minutes to get the burger. Are the 4 people wrong is saying that this is not a professional service? (Answer is: No, they are right in saying so). Is McDonald giving proper professional / fully transparent service to all customers (Answer is: No, not at all). Are customers correct in asking why they were labelled as 'N' and not 'M'? (Answer is: Yes) Do the customers have 'right' to go against McDonalds? (Answer is: No, McDonalds already said it will take 12 minutes, now wait)

Assuming that pre-arrival means that eligibility is done and probably BCG is in progress, the only plausible reason for such long delay of 2-3 months after pre-arrival would be rationing...somehow they dont want to give visa quickly. For whatever reason.

Exactly. Nobody knows how they really work. BGC in progress or pre arrival means eligibility clear. They are all just assumptions.
