I had got an ITA on 5th April'2017. By the time all documents were procured, it was nearing deadline which was 5th July'2017. All the required documents were uploaded by 3rd July'2017 and only payment of fees was remaining Next day i.e when CIC account was opened, not a single document was present. Not only that, the official update stating ITA and last date to submit, all vanished. Though, an official enquiry was sent, form submission could not be done. Immigration consultancy stated that since this is a technical error, points will be again back in the pool.
1. Is it true?
2. If points qualify, same Express Entry ID can be used?
3. Within how much time ITA is issued after draw?

Please guide and help

Did you see this yourself or are you only going by what your consultant told you?

Very Sorry to hear but it may be that the consultant did not submit it on time and is now just making excuses. This is unacceptable if that's the case. Most "consultants" work according to the motto "promise more deliver less".

Chase/follow up with the consultant, be proactive, flog (symbolically) them if required. They're not getting paid for nothing. Don't believe what they say or the picture the present. Get the login credentials for your EE profile. Login and monitor your progress yourself. Don't leave your future in someone else's hands. Get the work done by them but monitor yourself.

If they don't follow through on their promises - What I would suggest is you raise as a complaint with ICCRC (assuming you have your contracts, use of a representative forms etc). Check the standing of the particular (your consulnat) ICCRC member status.

I myself had used a consultant and though I did get through successfully I would advise against using them. They're simply a waste of your time and money.

Don't loose heart.

I don't know if your EE goes back into the pool or do you have to create new one (check on this forum/google). ITAs are issued within 24 hours of the draw usually. Draws are usually twice a month (last two were just a week or so apart)

Just a suggestion - You can always create a new profile yourself and get into the pool. I'm pretty sure you'll hit the Cut off in the next draw too. Since you have all docs ready you can apply the next day when you get an ITA.
