I am May 06 AOR. I got the final decision of Sep 28 saying: September 28, 2023:Your application is in progress. We will send you a message once the final decision has been made.

Do people generally receive this as the final decision or is it something different?

This means someone made a final decision on your application. Next step, if approved, you will receive a "ready for visa" email ou a message on gckey for you to send your passport to ircc. It usually takes a few days to get this message.
However, if you are already in canada the process is a bit different but I'm not sure how it works.

You are probably stuck at RROC just like me. They started finalizing May AORs yesterday, based on reports on the Whatsapp group. So we should get PPR soon, next week hopefully.

For primary applicant, all 4 stages completed on 14 July.
For secondary applicant, 3 stages completed on 14 July. Eligibility not started.

Been 2.5 months. No update since then. Reading posts above that PPRs have started going out to May 1-15 AOR RROC applicants, however, have not received anything yet.

Looks like a few ppl got their PPRs today, all May AORs(before May 13th).

Oh, another holiday. Hope they do finish early May AORs by the end of the week. After all, Canada's government doesn't have so much shutdown fears like its southern neighbor.
