Provincial Nominee Program works in two steps;
In first step, one must send application to the provincial immigration department fulfilling all the requirement set by the provincial department in every specific category. Once they clear out the application, they issue a certificate of nomination or letter of acceptance or nomination letter (Name could be different province by province)
In second step, after getting nomination one must send application for PR to CIC office to get visa after checking health, security and criminality backgrounds.
There are few applicant including myself who fall in the category of family member but don't have a job offer. If you don't have a job offer as family then you must have to show money in the bank account either making transactions or not. There is a requirement that you have to show C$ 10K for principle applicant and C$2K for every additional dependent. Understand this in a scenario,
Suppose a couple is applying for immigration as a family member, they must have to show a bank account containing C$12K, now i have read somewhere in this forum that if you have any necessity to use a part of this money you can use upto 40% of this money, means you can use C$4.8K, with remaining balance of not less then C$7.2K. But whenever they ask to update the bank statement you must deposit C$4.8K and making bank account C$12K before sending updated statement. But it will be more favorable if you don't touch the full amount of C$12K. It is not necessary to have your flowing account, but it is necessary that you have the money for previous 3 months when you print out the statement.
This is just suggestions and opinions. Seek advice from seniors and experts in this regard before making decisions.
