Yes you are right Norway does not qualify as originator of refugees But the principle applicant is not from Norway and has already been approved as a convention refugee in Canada so he cannot be inadmissible based on any of his family Inadmissibility (doesn't matter even his wife is from Norway). As his wife is here in Canada as a visitor, eventually she will also get her or status either as dependent of a protected person pr on H&C grounds.

anyway Norway is stable country, he is or was designated PP in norway, we dont know the whole story, has he been to norway? SInce he has a spouse there, was he to norway before he came to canada? did this incident happen when he was in norway ? how come a random relationship happened in norway?
There are so many different variables that are unanswered.

as far as refugee claim is concerned the norway being there will be a major factor. if PA has options to be in Norway why Canada will offer refuge? this is a more complicated case under the surface.

The incident did not happen when the person was fleeing from prosecution but it happened when the person was in a safe harbour country. its similar to a PP or his family getting convicted in Canada of an offense. Do you still think that the PP will be held admissible? a PP status does not means Permanent residence that happens later.

what is the norway story? how come norway play into this? fleeing from persecution then having a spouse in norway means PA has claim in norway.
he has referred to her as spouse, did spousal relation happened before or after the incident? how much time has he spent in norway?

I was impressed when you quoted IRPA42 but was dismayed by the way it was applied.

i explain that she is Norwegian citizen and actually she doesn't want Canadian but we have 2 years kid together and that s why i want keep her in Canada adjust PR.and me never been there and the first country i claim for asylum it was Canada.we know each other when she was in Canada to visit her aunt .

-Family is = you your partner your kids.
-Crime is defined in Criminal code of Canada.
-charged is not equal to convicted.
-conviction counts.
-unresolved crimes (still in court or legal system) count.
-unresolved charges count.
-family has a conviction means you are inadmissible.
-you have conviction means family is inadmissible
-not all crimes make you inadmissible but most of the crimes make you inadmissible.

And for crying out loud if you are worried about something that significant, then go get legal help. They will charge you but at least you will get solid information and you will have client attorney privilege. not like this, going on forums and trying to ask the question without asking the question itself.

TO be very honest the question you asked in the beginning is like asking why it rains. It cant be answered without specific information and you are not comfortable providing information.
So If I have a criminal record that only paid a Fine, does that mean I was charged? and this does not count?
