Artin2015 is a protected person here in canada so the inadmissibility of any of his family members will have no bearing/impact on his own admissibility.
1) section 42 says:
"42. (1) A foreign national, other than a protected person, is inadmissible on grounds of an inadmissible family member if
(a) their accompanying family member or, in prescribed circumstances, their non-accompanying family member is inadmissible; or
(b) they are an accompanying family member of an inadmissible person."

2) CIC website under " Protected persons – Processing applications for permanent residence" states:-
"If a family member for whom permanent residence is sought is inadmissible, the protected person and other family members may be granted permanent residence, as the general rule regarding inadmissible family members does not apply to protected persons seeking to become permanent residents [A42]."
