I learned from other people that, all citizens and permanent residents have access to govt financing for education. There is also a
Immigrant Access Fund, providing financial support for immigrants, in addition to the govt fund. See:

If you check with provincial govt sites, you will get good information.
Another advice, don't only look for College/University courses. In a workshop, I heard about a Bangladeshi guy who joined a 4 year long graduation program, with a view to land a job in a certain occupation. But after 3 years, he realized that, if he had gone through a 1 week training and utilized his previous job experience in Bangladesh, he could have already landed that job. So, look for alternatives also.
