Hi,
From my personal understanding that you should provide your answer by proving that your 9+ yrs boy is not so disable that it will cause a burden on Canadian health and social services.
Or the other option is that you set up a fund that will take care of your son's needs.
Option 1, you may need a lot of specialist reports and option 2, you may need a lot of money.
You can go with an Attorney to prepare these whole process.
Meantime you may also visit CIC website to understand by yourself.
