it is better to have the same address for PCC. atleast, the present address.

for birth certificate, you have to submit the notarize photocopy of the bangla version & the english translation. you can also try to collect a new birth certificate in english.

PCC is per country. Once PCC is issued, it means that this person (name, date of birth) has no criminal record in that country (not a particular city).
It is not mandatory to have the PCC with the same address mentioned in the passport. But make sure the name spelling and date of birth in the PCC is exactly matching the passport. Nobody will look into the address in the PCC.

Regarding birth certificate, you can translate it to English and get it certified/notarized by an authorized person.
Incase it is not difficult for you, I recommend that you get a new birth certificate in English (the new format with 17 digits unique code), you can get it easily if you are in Bangladesh, if you are abroad, you can get it from Bangladesh embassy in your country. You can apply online for that (http://bris.lgd.gov.bd/pub/) but you will have to show supporting documents to get it.

Are you based in the UAE? then you could also select LONDON as your visa office.
Although since last week Singapore visa office is showing that they have finally woke-up after one year of sleeping. They will need to clear the backlog of FSW2013 applicants who are waiting. Then they will start FSW2014 applicants. London visa office is not that fast tough, but they have already started processing many FSW2014 applicants.

2.Original PP for all of the family members
3. Fee payment form.

I need to translate some documents. Are there any authorized translators in our country? As far as I know notary public are authorized for notarization only. But they are also doing translation. Will it be acceptable if my documents are translated by a notary public?

Yes, you have to seat again for IELTS. Try for getting 6.5 in writing, reading and speaking. Listening will do with 6. Then your score will be 19. Total 67

As time is short leave PCC and Birth Certificate should be taken in English. Hurry up and send ur application.

....an affidavit from the person who completed the translation; Note: An affidavit is a document on which the translator has sworn, in the presence of a commissioner authorized to administer oaths in the country in which the translator is living....
If the notary public himself is the translator then how can he provide the affidavit?
