It is not cheap, its the same like market price.
But the issue is, they give a particular subsidy from their own fund. You pay 66%-75% and the rest they bear.
So its like any other ticket someone buys from any travel agency.
They have a huge fund from different organizations to help migrants, and they disburse.

My PPR issued 2.5 months after medical done and I received it after 3.5 month.

Yes, they do. Sometimes called the employer sometimes physical visit. Extend of the verification depends on the file itself. If your file is organized then it would take less time.

Usually after medicals security check going on...

The issue as far my knowledge is, till you dont have Decision Made in your E-cas you are safe.
One of my colleague is a pre juner 2006, and according to him, there had been a law suit against CIC, and the result is not yet finalized.
If the CIC loose we all get processing otherwise get refund. The CIC is taking time for that.

Just being sympathetic with all of your emotions, the only word to express is, you have waited for soooo long, wait a bit longer.
As only Allah knows what brings our luck.
