Sorry, I am not sure because this is the first time we are experiencing such issues. The Canadian Visa Office should have considered all the matters and definitely will instruct in the PPR. Its wise to ask somebody from Bangladesh who has got PPR recently (after closing CHC, Dhaka).
Deba Bhai:
thanks for prompt reply, just for your knowledge, one of my friend works in travel agency and he told me that courier company will only carry bd nationals passport if there is a letter from the foreign ministry. It takes about 3000 to 4000 taka to get this letter from foreign ministry. You need to submit this original letter to the courier company and only then we can send the passport.

You can drop in person but not yourself as you have to come back if they require more time than you stay there. You can at least try to collect yourself, and can also do this by a relative and/or friend in Spore but you have to send from your country of residence, if you cannot collect within the time frame. If you come back within the time frame they have set in their PPR, it could be wise to submit afresh through the courier service. Make a query.

Ok thank you . I will call Singapore chc . Does anyone have their number ?

If you need assistance in sending passports through courier such as DHL (from Bangladesh), get in touch with me through PM.

Dear eclips
This link will help you http://www.canadainternational.gc.ca/singapore-singapour/visas/processing-traitement.aspx?view=d

It will take only 14 days .If i am in your place i do send them an email about the situation and request them to issue my visa by this time frame( you will stay in Singapore) . I think they will answer you positively . You have some certain right on them as already submitted your RPRF . SO request them with an email and do not forget to mark it as "urgent" . they mention in their web: In order to best use our resources, we do not accept enquiries in person or by phone. If your enquiry is urgent due to factors outside of your control, send an e-mail clearly indicating “URGENT:” followed by the reason for the urgency.

it's 14 days for Travel document for permanent resident returning to Canada. it's different than FSW visa.
Travel document for permanent resident returning to Canada: it is a visa for PR holder of canada who returned to their home country without their PR card. if u don't have your PR card with you, while returning to canada u must show travel document.
