After that I sent a CSE on 26th May 2014 to inform this family size change and promised to send all necessary documents (Processing fee for child ,Child's birth certificate ,copy of child's valid passport ,3 recent photographs of child , IMM0008DEP form, Updated IMM5406 “Additional Family Information” forms for me and my spouse and Updated proof of fund) for adding my newborn. Meanwhile when I am waiting for receiving passport of my daughter from Agargon passport office, I received MR bioform for me, my spouse and 1st doughter.
So now My question is:
1. Is it possible to do medical of newborn without MR bioform from VO? Or
2. Should I send a CSE? If so how can I write this?
3. Should I sent all necessary documents for my daughter after getting passport and wait for her bioform? Or
4. What should I do?

I think you get total package.
First of all don't worry at all.
You can't do your 2nd daughter's medical without their request.
You do medical of your 3 family members.
Send your baby's updates along with your other documents to SVO.
After few days SVO will send your baby's medical request.
I think you should proceed this way.
