ALL APPLICANTS UNDER NOC 0111 & 1111 - CHC NEW DELHI

I am an applicant of NOC 1111 and waiting for my AOR (filed on 15.10.09). An application of the same NOC is rejected. My question is when the initial application at NS is approved and we submit the entire documents on the basis of our initial appl. then why CHC reject the application. He mentioned all the entire duties of accountant which he had sent at NS and again his file got rejected.

I am also worried as I am from the same NOC and do not have any agent. But now I am planning to appoint an agent.

Please suggest.

See NS is there only to see whether you are eligible are per claims. Then once you submit the application at local visa office a eligibility assessment is done by Visa B class officer who is a middle rank visa officer and final assessment is approved by senior visa officer - Visa A class. The NS eligibility as per claim is done by visa officer (B) only as per claims made made by the applicant.

Now i completely agree that there is a discrepancy between NS and local visa office regarding Duties. As many applicants have mentioned it.

I would suggest you not to worry if you have sent the file with proper preparation.

my consultant had told me that recently Canada has decided to speed up the process of recognization to newcomers' credentials who r related to eight professions from dec 2010. accounting and auditing is also included in the list. any one have any news about it or any web link, so that we can get to know the full details.

My original application was approved by NS and i have submitted my full docs to london in october and my ECAS status changed to Visa Office Eligibility Review Complete since 07/12/2009 and as per my research it is looks to me rejection based on Visa Office not satisfied with NOC.

Do you think if Class B officer make decesion then it is final Deceison or it needs to be approved by Class A officer for Rejection as well?
As I am expecting rejection soon and i am sure i have more then enough point + funds but looks to me that visa office not satisfied with reference letter.

Class B Visa office cannot take a decision they just suggest. Class A Visa office can only take a decision. I would suggest you start preparing a new file again with better proofs and if you get any bad news which I pray you should not but if you do then you can send another to NS so that your processing takes place with FSW existing rules.

See, its not once visa office who works on your case. Its a series of them. Now example, NOC 0111 will have 3 people associated with your case. 1 Junior Visa office Class B, Visa office Class A and a Senior Immigration Office.
The Class A does the checks and arrangements and puts labels to the file which is further checked by a Class B officer who can take a decision or refers the decision. The senior Immigration office usually flips the file and checks whether correct or not and signs it and the status is updated by the Junior Visa office online. This is how it works. Now the Nova Scotia will have both A and B rank officers but since the check is not the bulky its only as per the forms they may not be done by a senior immigration officer.

I have applied as a bookkeeper which is now not in the list on 12th july 2008 through a consultant from Delhi ( India) . When i have applied at that time i was also performing 80% of job duties of Accountant which fall under the list of 38 but at that time my consulatant advice me to apply as a bookeeper as i was only B.com Pass from delhi university . He told me that you dont have any professional qualification like Chartered Accountant/ Certified General Accountant/ Certified management accontant etc so your case may be rejected as an accountant. At that time 38 list of occupation not came but the announcement was made on 28th feb 08 that new list of occupation will come soon & the same has happened on 27th nov 08 new list of 38 came & my occupation of bookeeper was not in the list & so i got my rejection letter 5 days back.
Now I approached to some of the best consultant of Delhi one of which is ***** . I told them my all story that what happened with me morever i told that I am also performing the job duties of an accountant from last 5 year . Also i told that I am only B.com Pass & dont have any qualification (Chartered Accountant/ Certified General Accountant/ Certified management accontant )etc.
Then they suggest me that we can upgrade your case by reapplying as an accountant from sept 08 to till date & hence you can show the one year experince as an accountant & it will work.

hi sainiajeet123

it's absolutely fine if u r B.Com. don't think that u r not qualified enough. if u r providing the duties as specified, which looks like u do, there is no problem in applying as accountant. in fact couple of my friends have applied as an accountant and they r also B.Com and one of them has recently recd file no. form CIC and other has recd his meds. so being B.Com is no-issue. and if u r performing these duties since long then u can claim exp for the same without any problem.

Hi sainiajeet123,

Your profile is fine since you are performing the duties for the concerned NOC.
What you need to check is if you are able to gather the 67 plus points required based on all the parimeters.
If yes you should apply.
In addition you should be able to provide a reference letter stating that you perform these duties as per the NOC signed by your supervisor since this would be imp to validate your roles vs. your NOC.

Thanks for your response I can take reference letter & experience certifiacte as an accountant for 3 year also because i am working in my company from last 3 year as an accountant but as i already said that my consulatant suggest me to file the case as a bookeeper therefore I took experince letter from my company as a bookeeper at the time when i applied.
I have visited WWICS consultant office they told me that if you can arrange one year experince letter as an accountant from your office then it will be sufficient for your case . Moreever if you want to show as an accountant in your which you are from last three year than we also can show & you take experince certifiacte from your company from the day one when you joined the company .Then i asked them a question that will it be right to show the three year exp as an accountant in my company because i have earlier shown as a bookeeper from the same company on july 08 when i have applied

My second question is this that WWICS, YAxis & oasis these three consulatnt told me the 38 list is going to revise on 31st jan 2010 .So what will happen in my case if i file my case now in december & i get my file number after when the 38 list revised because i heard from the forum that file number will take 40-45 days . Can you answer my question that when they consider my case that it has applied from the date when i filed my paper in embassy or when i will get my file number because if they consider my case when the file number issued & i if i get my file number after 38 list revised then again i will be failed because no body knows that accountant occupation will fall in new list or not

Please advice me because i have to take the step very soon I dont want to wait

If you send your file to NS, Sydney your file gets a locking date for Immigration. Before the rules change and if you send your file, current rules will be applicable. So do not worry. Let others also comment on it.

there is no official news on change in the NOC list. also rocky had wlready answered ur qus. so go ahead and file ur case, but keep in mind all the info u have given them first time. changing that might create a suspicion. so only update ur exp from such date, when u applied as a bookkeeper.
