Why was your application returned the first time? you mentioned that you submitted it 29/09, when was it actually received by CIC?
Please let us know.
 
Its the same for all applicants after Dec1. I'm starting to have serious concerns

I think you guys that have applied earlier than me would get a better response since its already been 10-12 weeks. Specially about the cap.

Dec 5th. Application was opened, but no CC charge. I called them several times. Last time they told me that I might hear from the CIC in a few weeks to few months ???

Few weeks to Few months! strange! did you ask the agent if it is capped or not?
 
I really don't understand how they are processing the PhD stream December applications,they already charged 29/12 for FSW category.
 
I am sorry guys, it seems that PhD stream is capped :(
This is the only explanation I can think of right now since they put all our applications aside. They might be waiting to see if any of the applications currently in process will be rejected, then they will take from our pool. However, I don't think that will change the fact that most of us will get their files back in the next two months. I really wish I am wrong..

They don't answer that question, but if it was capped, they would have sent back the most of December applications.
 
They won't send any file back until they get the 500 applications through the Visa Office. I think the idea is to see if any application gets rejected, so they can compensate for it. NOCs that have been capped from October, so far applicants didn't get their files back..
Anyway, all that are just speculations. Who knows, we might get charged soon.

How it can be capped and there were only 227 by mid of November as last update from citizen office

I also think it is capped :( there is no other reason for cic to stop charging after dec1.
I just wish they were more clear and gave a good response when people call.

We still have a bit of a hope because a friend of mine applied in the PhD stream and it took 3 months (12 weeks exactly) for her application to get charged. So sometimes they are late. However, I agree that CIC is lacking professionalism and transparency.

I do not think so, They do not care about how many people will be rejected after receiving PER, They will return the apps if it is capped. I think their priority is to meet total 25500 FSW immigrants and if they have space then will start charging if they are interested in PhD Category. I think it will be cleared end of March.
