CIC logic is going over my head !

They don't process cases with logic nor a specific pattern. They just prioritize non-complex easy cases with complete and perfect documentation :P

Acknowledgement letter is there in your MyCIC account after you submit your PR application. Majority of the guys have got this acknowledgement or popularly called 'AOR' (Acknowledgement Of Receipt) the very next day and some have got this 7-10 after their application submission. It's just a confirmation that CIC have received one's application.

All the best.

so does the girl stay in Jamaica? if Yes, the PPR she got from Ottawa referred her directly to the local VO?

This makes it interesting. Someone (Asivad Anac i think) was hypothesizing on PPRs being coming with instructions to directly submit at VO. That is more or less proved here. Could this be causing delays? Could we be back to the mercies (read efficiency or lack thereof) of our local VOs for background, criminality checks and PPR issuance? Some VOs (and KVO in particular) had better turn around time during previous PR applications compares to other VOs such as NDVO. This is what we could have probably seen here.

Can you reconfirm with the Jamaican lady if PPR was with specific instruction to submit PP at KVO?

It wasn't. She emailed CIC and got a response to submit to KVO.

The KVO FSW2014 applicants were processed in about 5-6 months so I have high hopes. My only grouse is that they took several weeks to return the PPs after PPR.

I still remember how hopeful you were to not edit the dates in your timeline to July. And now it appears you might have to edit them to August. :-X
