Aren’t they selecting most applicants from AOS so those already living and working in the province? Maybe it is not the NOCs they want or need filled in their job market. That is why they introduced the tech pathway, as an example.
What is their quota for the year? They don’t need to meet the maximum but may be close with AOS applications.

You may be right! They have an immigration minister who never talks about immigration, what else could we expect.
6500 is their PNP allocation this year.

That is their allocation but they don’t need to nominate 6,500. If they nominate 4000 through AOS then they may nominate very few through EE. And the focus seems to be on tech and those with job offers.

I have submitted Tech Pathway form ystaerday. CRS 363. NOC 2175 with job offer and I also have a real brother living in Alberta since 2014. Can I expect the NOI?
