Is it possible for a PR applicant to obtain AHCIP as an Outland applicant (and outside Canada)?
From AB's health care website, I understand that applicants who can provide a "positive first decision" may be considered - however, as we have applied Outland this may not be available.

So, is there anything that can be done in advance of landing in Canada to obtain AHCIP? I appreciate that there is visitor insurance available, but I am more interested in AHCIP for pregnancy coverage (which is tricky to get insurance for).
Some background:
- I have a Canadian passport, received SA on 6 July 2017 and married my wife (PR) in 2016 (living together since May 2015)
- We intend to land in AB in early 2018
