That seems like a niche NOC. Might have better odds if you have a job offer and reach out to AB directly.

I got NOI on Feb 1, and also have a question will my application be affected if I no longer work full-time after receiving and then accepting the NOI. Currently, I only work by contract from this month, so the working hour may fluctuate.
 
I applied in the portal on November 29
Status: Application Assigned for assessment: January 25

Is this usual as the NOC 3211 is a high volume occupation and in AINP website states an anticipation of delayed processing.

Is the AINP started to issue Certificates?

If I understand your question correctly, you want to know if you being unemployed at the time you submit your application will count against you. The answer is no, as long as you have over 1 year of continuous work experience in the field of your primary NOC. Hope this helps.

Thank you for sharing. Yes, that I am concerned about. Currently, I have 14 months of experience in my primary NOC. I am worrying if I only work part-time or a few hours a week, will it affect the consideration and getting of the nominee? or will I be rejected because of not working full-time anymore.

As long as 12 of your 14 months was continuous experience you don't have anything to worry about. I had been a student for over 10 months at the time I put my application in, and the last time I worked in my primary NOC (based on which I got the nomination) was in 2018.
