Are you eligible for EE with a eligibility score of at least 67 if your eligibility score is 275? You can select all provinces. Alberta requires minimum of 300 to even be considered.

Firstly, you should select all province as it increases the chances of getting an invitation. Secondly, if possible you should try to improve your CRS score by taking IELTS again and get better scores, getting masters degree if you don't have it already, learn French as a new language and become proficient in that. One can earn 50 additional CRS points if you they clear French language proficiency test ( though this is tough, it is doable ).

If you can get the reference letter from the employer stating that you have worked as a full time employee, then there should not be any issue.

Yes. One of my friend who is an outlander and no connection to Canada have received NOI from Alberta.
