My current employer declined to provide reference letter but from my previous employers I do have all reference letter. Any quick suggestion would be highly appreciated.

You said you received nomination in May right? So where have you reached in the process? I have received ITA and gathering my PCCs for application.
Just wanted to understand the timelines and documentation, especially POF and upfront medicals. Do you mandatorily have to do upfront medicals or you have an option of CIC asking for medicals?

There are alternatives to a proper reference letter, especially for current employers. If you have all the information in separate documents like Offer Letter, Employment Contract, PaySlips (basically make sure to include description, duties, title, salary, hours of working if possible and name of the person - HR usually). Also, as long as you have sufficient number of years of experience taken care of by previous employers, you should be ok.

Just curious though - why would your employer decline to give a reference letter? Maybe approach any "friendly" HR person who can write you a letter that includes this information. As long as the information is correct, no one should have any problems.

Could you please tell me how to get their NOI mails? Do we have to approach them via email or they'll pick candidates from EE based on their (NOC) demand list? Pls advise. My NOC is 1121 (HR Professionals).

The following documents can make your case as well:
-an affidavit from colleagues stating details about your employment, positions and any other information they did witness.
-reference letter from supplier or clients.
-an affidavit from any third party involved in a project you worked on.
-email or letter for your employer stating refusal to produce supporting documents.
