Don't you guys think this is quite contradiction-al. Because as per common intelligence, Inland are supposed get first preference as compared to outlander. I believe one officer are assigned multiple application at a time, and which every application they seems to be easy to process as per document provided by us...they issue the nomination to that applicant at the earliest and other applicant needs to wait.What i have seen they are doing it bit late for inland applicants but for outlanders they are working quickly
