In general which one will be better for aip endorsement application

It says NOC code 12100. I can ask them to switch me to a manager then. Which ever is better. Cause both of the positions are open. Which one will be better?

You work as a manager because you have the skills and experience to justify being hired to work as a manager. Unless this is a huge organization with their own senior management team a restaurant would not have an executive assistant.
