I got my AIP four months ago but the GC key said: "Review of eligibility: We are reviewing whether you meet the eligibility requirements."

You mean you requested GCMS notes through ATIP 4 months ago and it says that you passed eligibility; but on the CIC online account it says they are reviewing your eligibility?
It is the same for me as well. My husband passed a long time ago and it still says "We are reviewing whether you meet the eligibility requirements" on the linked application on CIC. I guess it is normal. They probably do not update the accounts very often.

AIP is them saying you are eligible to apply, not that they have approved you. So, yes it's normal.
