As mentioned by a previous poster, the AINP express entry program has no points - they choose people to invite. The criteria are not black and white - but they indicate that you have better chances if you some link to Alberta (through a job offer or experience, education, or family in the Province). Given the relatively small numbers they invite, my guess is that most, if not all, people who are invited have at least some link to Alberta. https://www.alberta.ca/ainp-processing-inventory.aspx
If you haven't received an EoI left, please also keep in mind that the Express Entry profile expires after a year. I think that, unfortunately, your consultant has exaggerated your chances a bit in this case.
