usually the pattern is that once ainp asks for update applicants have generally got nomination in a months time from the deadline date (not when you submitted the info)
however it may vary from case to case and you may have to wait longer to hear form them
regarding the reason for the delay..... i can not speculate why your case was delayed
but certainly it is not the case as you have quoted for the simple reason that education + related work experience was a condition imposed in changed criteria which came into effect in sept2009
and it is not applicable in your case since your application was filed in sept 2008
so criteria before sept 2009 is applicable in your case
anyways there is no point pondering over the reason for delay now
