AINP applicant needs help......

Hi guys, CIC changed the policy for AINP applicants. But my condition is really complicated, can somebody give me some suggestions to my case.

I stay in Canada 3 and 8 months already,
I did apply AINP in the end of March, 2014, and AINP office received my file on 1st, April.
They refund my application with my original envelop which has an official stamp "RECEIVED APRIL 1" in the end of June because of I attached one of form by copy version, and they indicated that all the signature should sign with blue ink, not black, so I asked My employer to sign that form again with blue ink.
I resend again on 3rd, July by express, and I wait more than 8 weeks without any feedback (normally they reply in 6 weeks), so I called them, and the agent in AINP office, Karen told me the system only shows they received my application in 1st, April. and returned by June. She said they might lost my application and suggested me to work all forms then apply again. I sent third time in 10th, September. and I received email with file number in 13th, September. That's whole story.

My question is
AM I QUALIFIY TO APPLY BRIDGE OPEN WORK PERMIT?
I don't know is this stamp works for renew my work permit or not, I called them before, they got record in their system which can prove my apply date.

Unfortunately NO you do not get any kinda work permit based on your AINP file number. After getting nomination cert. you can apply for closed WP based on your nomination and job offer. and after you applied to CIC under PNP and when u get AOR for tht then you can get BOWP.
i m sorry to say but right now only thing you can do is ask your employer to apply for LMIA..

There are exceptions to the 4 year maximum.

Exceptions

When you work in one of the occupations or categories listed below, the time you work in Canada is still counted toward your four-year maximum.

It is only when you apply for a work permit that these exceptions become relevant. An officer may issue a work permit to you if you have a job offer in one of these occupations/categories, even if you have already worked in Canada for four years.

These categories or occupations are the exceptions for which a work permit can exceed the four-year limit:

NOC O and A (including spouses/dependants of these skilled temporary foreign workers)
LMO-exempt jobs under
International agreements
Canadian interests
Self-support
Humanitarian reasons
Jobs that do not need a work permit
Permanent resident applicants who have received a positive selection decision or approval in principle
Provincial nominees applying for an employer-specific work permit

Any work done while studying in Canada on a full-time basis does not count toward your four-year maximum.

Do you fall under any of these exceptions?

My question actually is

Due to CIC changed the policy few days ago, if you are the applicants of AINP before 1st July, 2014. And your work permit will expiring in 2015, either you are almost work four years or haven't done with four years. You got the chance to renew Bridge Open Work Permit or exempt LMIA processing.

Am I qualify to apply Bridge Open Work Permit according to new policy changed for AINP applicants?
