Please what is the best route for someone with years of experience working in the agriculture sector to immigrate to Canada?
The age is over 50 years but got like 20 years of professional experience.
Is provincial nomination better than the express entry in this instance?
Which province is the best?
Is agriculture sector a hot area for Canadian immigration?

Express Entry will not be possible at this age.

You'll need to research the PNP (provincial) programs. If you want assistance with this research, then the best option is to hire an immigration lawyer to help you.
 
Person would not be eligible through EE so only option is direct application through a PNP program. Most will require a job offer. Agriculture is not a ”hot” area for skilled workers but unskilled workers work in Canada as fruit/vegetable pickers. Pay and conditions can be poor. Not sure any province is an option.

There may be but he doesn’t have work authorization so makes no difference to him. He needs to conduct his own job search. He needs a job offer and then employer needs to file for and pay $1k for a LMIA. The LMIA shows that no Canadian or PR could be hired, only him. Then with LMIA, he applies for a closed work permit. For the permit, you show that you are experienced to do the job, have the education and language skills. The process can take many months. Most postings will state only apply if you are authorized to work in Canada. Also this is not PR and he may still not be nominated due to his age.

Does he have high net wealth and capital?

So you mean that IELTS and ECA are needed even with job offer?
Well he will need to show that he has language skills if he is in a work environment. For education, if applying for PR then ECA is mandatory.
 
Many of the jobs associated with agriculture are government jobs that aren’t accessible to foreigners.
