Does anyone here knows an employment agency or a broker based in Calgary who can process LMO? the cheapest one.

Doesn`t work that way. You cannot `buy`a LMO.

Maybe, there are false employers whom have managed to scam the system.

An employer must advertise the vacancy in both local and national job banks. If there are no qualified Canadian citizens or PR`s for the vacant position, then the job can be offered to a foreign qualified worker. The full details of advertising and job offer is then sent off to Service Canada. If Service Canada is satisfied, they will issue a LMO.
