Aged 60, need to take citizenship test?

According to http://www.cic.gc.ca/english/citizenship/cit-test.asp , it states:

You must take the citizenship test if you

are between the ages of 18 and 54, and
meet the basic requirements for citizenship.
You may also have to take the test if are applying to retain your citizenship.


My mother just turned 60 and has just fulfilled her 1085 days of residency and wants to apply for citizenship. Since she is over 54 does it mean that she is exempt from taking the citizenship test and can apply for citizenship now? She will be quite relieved if she doesn't have to take it. My dad would be too when he fulfills his residency requirements at the end of this year.

No, she doesn't have to take the written test.
