Can anyone say whether persons in their early 40s are given study permits or is there a preference for younger students?

Easier to be approved if you are younger - however still possible if you are older. Make sure the education you plan to take in Canada makes sense in light of your previous education and work experience.

Not totally true in that age is just one criteria which in your case as per the link went against you given the proposed course planned in Canada not being convincing based on your existing qualifications and experience and age. Age should not put anyone off applying as long as the case put forward is convincing .
