After Working Holiday Visa

So maybe one of you can shed light on this situation.

I'm a Brazilian national, on a post graduate work permit that expires in December (I'll leave Canada before then).
My girlfriend is a Japanese national, who was here on a working holiday visa that expired this week.
In May, we applied for a change in status to visitor for her, to extend her visa as a visitor so she could stay here with me, without the need to go away from Canada to get a new visa.

However, as we got closer to her working holiday expiration (and the date she had for her plane ticket), and as the website gave us no indication things would get set any time soon, we thought it best for her to go back to Japan, stay there a couple of months and then come back here. So she left for Japan on last tuesday.

Today she got an email telling her that they had approved her visa request, and would be mailing some document to our address (in Canada). But now she's in Japan. What is the best way to proceed in this situation?

1. She left Canada so her visitor extension is now void. If she wishes to come back to Canada, she just has to meet the usual visitor requirements.

One more question, are the Canadian authorities suspicious of Japanese tourists that come back to visit shortly after their working holiday has expired? We just want to stick together until I finish my contract here, and then we'll head out to the US, back to my native Brazil and then to Japan. How long should we wait before she comes back as a tourist?

Yes, as they think (a lot times correctly) that the person is returning to work at their previous employer.

How long should she wait before coming back? Is a month enough? If she shows the airline tickets for leaving the US to Brazil, as well as an itinerary for the planned trip after Canada with reservations for train tickets and whatnot, will that help? We just want to get together again as soon as possible.

Alternatively, she's looking into starting a new english course for 12-15 weeks in Vancouver. Would there be any issues with that if she returns for the purpose of studying a month after leaving Canada?
